Newsom Seeks Major Boost to California Film and TV Tax Credits, Pushes Congress for Federal Relief

California Gov. Gavin Newsom has proposed increasing the state’s film and television tax credit program to at least $1 billion, a move he presented as part of broader efforts to shore up the entertainment sector. He also urged Congress to approve the Motion Picture, Television and Entertainment Revitalization Act (MPTERA) by the end of the year, arguing federal action should complement the state initiative. The proposal arrives as California prepares to elect Newsom’s successor.

If adopted, the expansion would enlarge the pool of state incentives available to productions, potentially influencing where studios and independent producers choose to film. Supporters of incentive programs generally say such measures can help retain and attract production activity, while critics raise questions about budgetary trade-offs and the most effective ways to support jobs and regional economies. The governor’s proposal will require legislative approval and will be folded into budget negotiations.

Newsom’s call for Congress to act on MPTERA links state policy with pending federal tax legislation that backers say could provide additional relief or tax benefits for the industry. Lawmakers, fiscal officials and industry stakeholders are expected to assess the combined fiscal effects and competitive implications as the state moves through the budget process and federal deliberations continue toward a year-end target.
